The idea of PMS was initiated by Dato’ Seri Utama Dr. Rais Yatim, Minister of Information, Communications and Culture to preserve and sustain the national cultural arts heritage as well as to foster the spirit of co-operation towards enhancing tolerance, harmony and unity, thereby strengthening self-esteem of all Malaysians.

PMS is also organized as a long term strategy of the Ministry to promote the development of creative industry in various cultural arts fields through stimulated involvement of the rural community. The success of various PMS has inspired the Ministry to consider expanding the program in 222 Parliamentary constituencies in the country.
